In my opinion I could say that in a certain way it is part of both in view of the fact that knowing English as a second language or lingua franca can facilitate your life since many people nowadays are practicing it. To know English in a formal form it is also quite important for the reason that many people could speak English so this could be different and vary from place to place and if it is in a formal way it is like a standard form in which that everyone can use it and each person can understand each other.
